AB 1405: Healthy Air Quality in All Four Corners
With the adoption of AB 32 in 2006, the state made a promise to ensure that low-income and minority communities would be protected from and strengthened by efforts to tackle California's climate crisis. However, because the California Air Resources Board has yet to fulfill this promise, AB 1405 (De León/V.M. Pérez) was introduced to create a Community Benefits Fund. A portion of the revenues generated through the implementation of AB 32 was earmarked to help Californians who are least able to confront the expected impacts of the climate crisis at a local level. A veto has put this promise at risk.
