AB 685: What could be wrong with a right to safe water?

In 2007 more than 11.5 million Californians relied on water suppliers that faced at least one violation of our State Drinking Water Standards. In addition to public health threats, we face ever-increasing costs for treatment of contaminated water and the upgrading of aging infrastructure. AB 685 (Eng), one part of a larger Human Right to Water package, would have established in statute the state policy that all residents of the state have a right to clean, affordable, and accessible water for human consumption. The bill would have instructed state agencies to conform their practices and programs to this policy.
