AB 1862:
(Migden)

9. CLEAN WATER ENFORCEMENT

Earlier this year environmental groups released a report showing that too many pollution violations go unpunished, and in the rare occasion they are, the fines are so low that it pays to continue polluting. AB 1862 (Migden) imposed mandatory fines for serious and repeat violators of Clean Water Act permits. It also required the amount of fines to recover the economic benefit a polluter gained by breaking the law, and for major polluters to develop pollution prevention plans.

Held in the Senate Judiciary Committee.
